Helgoland bildet mit seinen etwa 1300 Einwohnern eine amtsfreie Gemeinde im Kreis Pinneberg in Schleswig-Holstein. Diese ist zwar Teil des deutschen Wirtschaftsgebiets, gehört aber weder zum Zollgebiet der Europäischen Union (Art. 3 Abs. 1 ZK) noch zum deutschen Steuergebiet. .
