Havel wurde 1928 bis 1931 auf einer Fläche von 7ha erbaut. Bis Anfang der 80er Jahre wurde die Anstalt wesentlich erweitert und auf eine Gesamtfläche von ca. 48 ha vergrößert. Die Anstalt gliedert sich heute in 3 Vollzugssabteilungen und eine Krankenabteilung. Erweiterungsbauflächen sind derzeit in der Planung und Erschließung.
